https://github.com/ruby/ruby/blob/master/ext/win32/lib/Win32API.rb#L5 says "Win32API is deprecated after Ruby 1.9.1; use fiddle directly instead".

We have enough time to deprecate for this module.

Can we remove it from our repo?
