Import the streaming-capable public domain Murmur3 hash function
implementation from https://github.com/aappleby/smhasher/.
It's imported as-is, with 2 space indentation (the horror!) and
whitespace errors...

The reason for importing the streaming-capable implementation is that we
might get some benefit when hashing the paths 'dir', 'dir/subdir',
'dir/subdir/file' one ofter the other.

+1. Progressive data feeding. Useful when the entire payload to be hashed
+does not fit in memory or when the data is streamed through the application.
