People have been saying since 2011 how much they'd appreciate
EBU R.128 loudness measurement in SoX and there's an issue

laying out its whys, wherefores and hows but so far
no one has wanted to encourage someone capable of it to act.
I'm suggesting to people interested in this to deposit
bounty money for it. The author(s) of the solution accepted
into sox_ng will receive the total sum in question or,
if there are two equally good implementations and
the result is a synthesis of the two, half each.
My work is free and I will not claim it.
The bounty-specific information will appear in sox_ng's
