Thanks.  Everything seems fine wiht master.  I looked at a commit somewhat later than the version listed (2020-06-11), and all the bin stubs were contained in the `bin` folder.  Today, they are generated in another manner; they're not in the bin folder.

But, the current `ruby_3_0` branch does have the bin stubs in the `bin` folder, so 3.0 may have the issue.  I'll build that soon and report back...

Master is not creating bash bin files for Windows builds, only files with extensions cmd or bat.

Although running Ruby from a bash shell in Windows is probably uncommon, some repo's CI can only be run from a bash shell.  A good example is Bundler.  With a correctly setup bash shell, it passes with Ruby 2.4 thru master.  See https://github.com/MSP-Greg/rubygems/actions/runs/131762536

At present, I'm adding the files to ruby-loco's mingw & mswin builds (and also changing `#!/usr/bin/env ruby` to `#! ruby`), but having them installed natively would be helpful.
