Unlike PublicInbox::GitHTTPBackend::git_parse_hdr,
cgit_parse_hdr does nothing interesting besides calling
parse_cgi_headers.  So just make a reference to
PublicInbox::GitHTTPBackend::parse_cgi_headers and call it.
