in the sentence...

What is the b) applicable definition of the term "social instances"
in the sentence?...

it is a federated web service - an instance is a copy of the web
service that is running on some host, such that all compatible
instances are inter-operable to some degree

a)

It is like email – not twitter – in a sense:

There is no "email" company where all people have their mail.
There are different servers (or "instances") that talk to each other.

b)

the text refers to "GNU social instances", not "social instances".
As "GNU social" is the name of the software running on said servers.

that is somewhat of a misconception though - anyone can run
their own email service - the fact that most people use
commercial providers is nothing different than the fact that the
vast majority of mastodon users do not run their own instance,
but flock to a single provider such as mastodon.social

all email services inter-operate (or federate) with each other in
very much the same way as mastodon or gnu-social, regardless of
who owns the box
