This was already handled in 59e0441d4a, tests using test-container will
display a hint before exiting:

UNSUPPORTED: nss/tst-reload2

To enable test-container, please run this as root:
  echo 0 > /proc/sys/kernel/apparmor_restrict_unprivileged_userns
error: test-container.c:1141: could not create a private mount
namespace (security policy?: Permission denied)
