Other commands use --config-option.  SVN_HTTP_LIBRARY is not recognized
by any released Subversion, nor by trunk@HEAD of Subversion.

It's a debugging relic, anyway.  Can be removed.  The functionality is 
provided by editing $CONFIG_DIR/servers.
