I did this because I have no easy way to input UTF-8, and because I am lazy, and because I did not know how many times this patch has to be revised. Apart from that, it seems that the checking of UTF-8 is actually quite simple, and we could even copy it from http://www.cl.cam.ac.uk/~mgk25/ucs/utf8_check.c, where the check you proposed is included.
