Thunderbird behaves the same way, so we decided to mimic that behavior. It is specified neither in RFC 2822 [1] nor in RFC 5322 [2]. When we write an email, we write it with a maximum width of 72 columns. If we insert "> " with each reply, the 80-columns limit will be reached with only 4 replies.
