* gnulib-tool: Improve handling of multiple --local-dir options

Today I needed to use gnulib-tool with multiple --local-dir options for
the first time. Thanks to Pavel Raiskup, who implemented this feature
which I always found desirable but too hard to implement!

However, there are two nits in the way it's implemented:

  * The last specified dir takes the highest precedence. This is in
    contrast to
      - the '-I' options of a compiler,
      - the '-L' options of a compiler,
      - the '-I' options of 'aclocal',
    where always the first such option specifies the one with the
    highest precedence, the last such option the one with the second-to-
    lowest precedence, and the default directory finally has the lowest
    precendence.
    Let's have it (and document it) with highest-precedence-first
    semantics.

  * It is not possible to have a .diff file in one local-dir that
    applies to a file found in another local-dir. In other words, once
    you start using local-dirs for the original file, you need code
    duplication instead of .diff files.
    The useful behaviour is that a .diff file in a local-dir of higher
    precedence applies to the file found in a local-dir of lower
    precendence (or Gnulib, as lowest-precedence fallback).
    Yes, it is even possible to have multiple .diff files that are applied
    one after the other.

This patch fixes both issues, and makes the IFS handling a bit more robust.

	(func_count_relative_local_gnulib_path): Make IFS handling more robust.
	* NEWS: Mention that the first --local-dir option is the one with
	highest priority.

... and so on, I don't think it is more robust.  At least according to
Autoconf's Shellology [1] it should be actually better to write it the
other way around (without additional quotes).

FTR, Gary Vaughan has wrote a syntax checker rules for protecting us from
adding such statements into libtool codebase.

I do think it is more robust, because
  * The number one mistake in shell scripts (measured by frequency of
    occurrence) is to reference variables without double quotes when word
    splitting is in fact undesired.
  * Simple rules are easier to follow by programmers, resulting in fewer bugs.
  * The rule
      "Always double-quote shell variable references, except if you DO
       want word-splitting."
    is simpler than
      "Always double-quote shell variable references, except if you DO
       want word-splitting OR in the right-hand side of assignments OR
       as argument of 'case' statements."

The text that you quote says two different things:
  * Backquotes inside double-quotes are hairy.
    There is a simple rule to avoid them: When you have a backquote
    expression, always first assign its result to a variable. Then use
    the variable (with double-quotes, usually).
  * Bash 4.1 has a bug when you WANT word splitting.
These two things don't make my style rule
  "Always double-quote shell variable references, except if you DO
   want word-splitting."

What I meant is that

   save_IFS="$IFS"
   for fpf_dir in $fpf_dirs
   do
     IFS="$save_IFS"
     [Some more code]
   done
   IFS="$save_IFS"

is more robust than

   save_IFS="$IFS"
   for fpf_dir in $fpf_dirs
   do
     [Some more code]
   done
   IFS="$save_IFS"

because the [Some more code] may invoke word splitting, and as a programmer
I would expect this word splitting to be performed against the default IFS.

I too prefer to avoid double quotes after assignment-"=": less syntax
feels slightly more maintainable, here.
These days I rely heavily on shellcheck. I find it to be very useful,
and at least by default it doesn't complain about such usage.

Makes sense, thanks.  I was only confused by the var="$quoted_var" style,
which I was before discouraged from.

Is there a gnulib/GNU-preferred way to do this, defined somewhere?  I'd
like to avoid such mistakes in future so the code I add doesn't need an
unnecessary rewrites (such style changes only complicate git-log reading,
and hide the real gist of the changes).

Not that I'm aware of. Opinions differ. I tend to agree more with Jim
Meyering, and prefer a quoting style like this:

    save_IFS=$IFS
    for arg
    do
      IFS=$save_IFS
      [Some more code]
    done
    IFS=$save_IFS

to the "quotier" style where each assignment's right hand side is
surrounded by double-quotes. Although the style I prefer assumes a bit
more expertise with shell syntax, in my experience the expertise is
needed anyway.

I wouldn't go through shell scripts and systematically change one style
to another; life is too short.

There is no GNU-preferred style, nor a gnulib-preferred style. Just for the
gnulib-tool program there is a preferred style.
