Try

  ./gnulib-tool --create-testdir --dir="${TEST_DIR}" iconv

vs.

  ./gnulib-tool --create-testdir --dir="${TEST_DIR}" --without-tests iconv

and look at the dependencies of 'iconv-tests' ...
