Hmm... I already put reply instructions near the bottom of the
page so it's less intrusive.  IIRC, there was a while where it
was on a separate HTML page, but I figured the UI would be
faster if it were inline.

Does it really get in your way when it's way down at the bottom?

Would adding '[back to top]' links be helpful for each section?

Right.  There might be a CSS-only way to hide a single element,
but I prefer to avoid CSS.  However, user-specifyable coloring
for diffs will probably happen via CSS.
