The idea is to have a footer (read: last line) of the PR description of
the form:
Cc: Name <email@example.org>, Other <other@example.org>
i.e. a comma-separated list of recipients to Cc.
Yes, it is under-documented, but I still need to implement more features
before I can start to polish documentation.
